Mark: Congress is considering setting up a $20 million program to discourage promiscuity among teenagers. Zonker: Amazing. How would it work? Financial incentives? Mark: Doesn't say. I assume it provides for I.D. checks outside Brooke Shields movies. Or better still, maybe they'll hire sound trucks to cause neighborhoods on Saturday nights blaring "cut that out!" Zonker: Wow...I thought the Republicans were trying to get government off our backs. Mark: Apparently, that wasn't quite the problem.
