Trump is not a dictator, no matter what the mainstream media may say. CONGRESS is responsible for immigration policy, and Trump knows if he takes executive action on immigration then a future president can reverse the order without going through Congress. He is trying to make CONGRESS actually perform the job they were hired to do, instead of making divisive speeches and sleeping in between.
