Kind of how in the UK, after they banned the guns, people were still getting murdered in large numbers. They noticed criminals will use whatever is available so… Government realized it would be hard to ban blunt objects and windows, so they banned edged weapons. When that wasn’t enough, they started banning edged things not originally intended as weapons.
Norfolk is just getting ahead of the curve. When they finally manage to ban guns they will have knives already banned. That will save them some time.
If only knives had the passionate defenders guns have.

If anyone here think that any administration, including the current one and the last one, in the past 100 years gave a darn about he Constitution, and wouldn’t violate it whenever convenient, then you are being naive.
But, National Park workers have noticed smart bears are smarter, more resourceful and have better problem solving skills than dumb humans. If they make them bear proof, they also become stupid human proof.
