    @Jonathon Mason It’s a car culture, mostly based in the inner cities. It involves lowering a car til it fairly drags the roadway. This is done by means of altering the springs or installing hydraulics.

    If you want the actual answer. Captain can be a title or a rank. If you are in command of a vessel your title is Captain, regardless of your rank. Capt. Bligh was actually a Lt. at the time of the mutiny.
