I agree that this ‘fashion statement’ certainly does define someone, just as a “gaily decorated cap, usually with a number of loose peaks tipped with bells” did for royalty some time ago. Not a plugger.
For cyclists — just as for drivers — who use the roads cooperatively and safely as a means of transportation, I have respect. For cyclists who apparently believe that the roads are their personal place to exercise and cruise around in social packs, thereby endangering and inconveniencing everyone else, I have only contempt.
