    Even back in 1989, in Moscow (yes, USSR) I received free medical attention for a minor emergency virtually instantly and without any effort to make me, a foreign visitor, pay. I suppose some Soviet citizens were scourged badly to make up for my good fortune.By the way, the little lady doctor in babushka (dressed like a cleaning lady) treated my problem the same way my personal doctor at home treated the problem. Luck? Maybe,
