There is. The practice is called ‘spoofing’, and the numbers are nearly untraceable, but the FTC can do it. Robocalls are also illegal, period. You can file a complaint with the FTC at the DoNotCall Registry website, which is quick and easy. I used to do this every time I received a call in violation of the Do Not Call Act. That was until I learned that they receive an average of 12,000 complaints PER DAY. About the same time I learned of the ‘spoofing’ practice. Encouragingly, the FTC began moving against some of the worst DNC violators about three years ago, fining some as much as $5,000 per call (and some were making over 50,000 calls per day). A few went out of business, but most went underground, and now use spoofing exclusively. My best advise – change your number, and register it immediately with both the Federal and State DNC Registry. We moved inter-state last year and did this, and have not received a single telemarketing call since. BTW, all calls from charities and politicians are exempt from the law (go figure).
