It was never addressed in the comic strip. In the first episode of the cartoon Granddad says he spent the boys’ inheritance on the house in Woodcrest, so there the most logical explanation is that the parents are deceased.
Another question is how did Riley get a baseball bat? If that was a present, probably not the best idea. Then again, it’s Riley, so there’s a good chance he stole it.
And if anyone in those school systems got a halfway decent education, they would have realized that all they had to do was start the school day an hour later during DST. Shouldn’t be hard for businesses to open and close an hour later also.
