My avatar is a photo of an AH-1F Cobra helicopter, of which I was a pilot. I am retired Army and have lived in many states and have visited all 50. In the words of Farmer's insurance, I know a few things because I've seen a few things.
That’s close. I would say that if someone held eye contact in public places for that long then you would expect them to interact with you, not necessarily aggressively. Of course in some places, like the subway in NYC, people just don’t make eye contact with others. However, in other “friendlier” locations, it’s not uncommon to make eye contact just as a way to acknowledge the other person.
