It appears from over here that the Russians are, and have been from the beginning, intent on turning Ukraine into a place where nobody can live. It makes no sense to me, but then the whole idea of going to war without provocation makes no sense to me, so this is just more senseless. And yes, I agree with the report that Ukraine forces have also been in contravention of generally accepted rules. In a war, though, “he hit me first” is a more cogent argument than in a sibling squabble.
