While the Panamanian delegation was en route to the U.S, he frantically reworked the original treaty! Two hours before the Panamanians arrived in Washington, the treaty was ratified and signed! Kirby: By a Frenchman? Seriously? B.D: Harris, you want to know what I think of that fairy tale? Zonker: Good place for a break... Kirby: But what happened? Were they upset?
