George W. Bush: I'm counting up the surplus. I've divided it into piles. We have so much, I'm going to use the first pile for a tax cut. The second pile we save for Social Security and debt reduction. And the third pile is for fighting terrorism. That leaves the second pile which can be used for more tax cuts. Which gives us a grand total of ... Man: I'll ask Congress to raise the debt ceiling. Bush: Back to their old ways already?
