Why? Regulating the healthcare insurance may change the state of healthcare, which is what reform means, after all. Plus, think the plans discussed in Congress go beyond only regulating the insurance companies - issues such as state exchanges, subsidies and the like make it a broader (if not broad enough) package imo.
