Joe and his friends as police could, get the forensic scientists, go to the gym, which then they will get DNA evidence and/or fingerprints at the broken locker, get DNA and fingerprints from the owner of the locker (so they know what evidence to exclude), Ask for to what the extent the gym owners knows about the members (Mostly just names and appearances) Ask for the security cam footage, which will help get records of everyone who went into the gym from when the victim last saw the wallet to when he realized it was missing. The police will then watch all footage between those two dates, track down and interview everyone who went in the gym during those times (starting with the people who seemed the most suspicious on the footage). Get a DNA sample and/or fingerprint from all of them, then if the DNA and/or fingerprints match with the ones found at the crime scene, Boom you have the thief.
