I hope some of that money goes towards processing regular people’s returns. I mailed an amended 2019 return in May 2020 (before e-filing of amended returns was available), never got any notice that it had been received so assumed the USPS had lost it and e-filed it in October 2020; three weeks later, I saw online that it was received. Sixteen weeks later, the IRS posted a phone number to call because my return hadn’t yet been processed. I spent weeks trying to get through on the number, and the person I finally reached said both copies of the return were received and someone would contact me within 30 days. Guess who never called or wrote. The IRS owes me money and it’s more than a year since I mailed the original amended return. How about simply funding enough IRS staff to process returns in a timely manner?
