Starman Stormtrooper: “(…I)t leaves severe burns and feathers stuck onto the person for their whole life.”
Burn scars? Possibly. It depends on the type of tar used. (Some commercial sealing-grade tars are formulated to melt at lower temperatures than asphalt-grade tar.)
Feathers stuck onto a person for life? Doubtful. Tar can be removed by turpentine or mineral spirits. (The process is painful, but it can be done.) The feathers will come off with the tar.

(P.S. I’ve worked with both types.)
