In the town I lived in last year, we had homeless people sleeping on the pavement outside the boarded-up offices by the train station. The developers applied to change these newly built empty buildings into social housing. The local middle class ran a campaign to block the change of use because having social housing nearby might affect their house values.
And so the homeless were left sleeping out of doors, outside the empty offices.
