So you're a typical country. Tight budget. You can't afford big, high-tech weapons. Even if you can, the "international community" won't let you buy them. (Man 1: Can't trust you with nukes.) (Man 2: But you used 'em!) (Man 1: That's why we know how bad they are.) You can buy older, used weapons. But if you use them, the "international community" will punish you. (Man 1: You used chemical weapons?!) (Man 2: Which you used.) (Man 1: Before! Now we'll have to nuke you.) If you don't use your older, banned weapons, you'll be invaded or overthrown. (Man 2: Fortunately, I remain in compliance with international arms control standards.) Victory goes to the early adopters. (Man 3: You're killing with drones?! Those went out with the 22nd century!)
