Is there a web site somewhere that documents foreign aid spending?
By that, I mean does country X, now threatened with withholding, normally get a deposit (or virtual deposit) to spend as they wish?
Are there strings attached where they must spend it on American widgets?
Or does the government send a check directly to the widget maker(s) and get a promise of sending so many widgets to country X? And does anyone count how many widgets country X actually receives?

It’s pretty difficult to believe that any money sent anywhere from our government does so without a campaign donor getting a payoff.
So, this whole threat to cut off aid to some country or other may be yet another pronouncement to be taken ‘seriously, but not literally’.
