Haven’t been in a position to handle classified documents for more than 60 years now but when I did there was a LOT of paperwork associated with it. I can’t imagine that it has decreased. And paperwork takes time. It’s probably computerized now.
I would suspect if it isn’t currently in place, an expiration date should be attached to approval for someone to hold a document. When the expiration is reached the approval has to be renewed or the document returned. If it’s not returned, someone will come looking for it.
