The real problem is that certain members of the Security Council which have been given veto power, are opposed to the UN having any actual power.
They know full well that if the UN were to have the power to punish or even obstruct the “unjust” use of force, it would almost certainly be used against themselves.
Also, plenty of those without veto power have similar positions.
The problem is simple; any “solution” is not.
