That’s the British two fingers… known thoughout Europe as sign-language for “F-off!” (The French informally know us as “les fuck-offs” bec ause of the frequency of use of the word or gesture on spoken modern English - well, we invented it for them several hundred years ago, as a sign that the British archer still had his trigger fingers intact and could carry on offing Frenchmen. The Frogs had a nasty habit of cutting the fingers off any British longbowmen they captured. )
The Austrians would know the gesture from 1945, when a British army finally got accross the Alps from Italy to join the Americans and the Russians in meting out retribution to the birthplace of Nazism…. it’s a “f-off and die!” gesture the Austrians will know from British occupation after the war and therefore a natural thing to put into a cartoon,. I do agree, though, the Iraqis are most likely to show the soles of their feet, or use the left hand (the unclean hand used for arse-wiping) or the American single finger, so as to say “Off you go, Americans, it’s been lovely having you”/
