Using your argument, I take it you’re for Reparations for slavery in your country? And by extension, reparations for all the other military misadventures the US has had in the past, seeing as you mention the Philippines?
I mention per capita as it allows apples to be compared with apples. Norway is 4,6 million people but it is by far the (or one of the) most generous, and possibly unconditioned, donor, per capita. If I compare all the countries with 300 million or more people (that puts the US 3rd behind India & China), then I might say the US is the most generous, yet with so many strings, it gets tangly.
