Ok. How would YOU guarantee the “sanctity” of each, individual vote? Anyone??
And, as far as making a statement by not voting, how can anyone – let alone “the institution” – know you did not vote and that you were making a statement by withholding your vote? Do you really think for a second that any politician really cares if you vote or not?
