Britt often addresses very local concerns which appear to confound most posters here until a local resident pops up and explains the ‘toon.
I say this because I see “City Budget Falls” on the sign..

(also, I needed to refocus on the cartoon as the prespective of the boat confused my brain as it seemed the bow was heading towards me rather than over the falls. The boat’s name on the stern made my eyes get the correct perspective)
