No one here questions as to the stockpile??This whole Endtown is an old APEX facility.No one in their right mind would lug that many cases of grenades and store them when FOOD is a priority.I am even go a step further.Not only is Endtown an old APEX facility but I will wager it was a Research Facility.Why else would it be so far out in the wastes. Has cells designed to let nothing escape. Conference rooms, video rooms, labs, even small rooms for scientists types (the rooms the High Council stayed in) and who knows what else up there. It was separate from the City of Endtown which is where the “chosen” would have gone in a end of world type event. Like facilities built in our universe fortunately never used.The city of Endtown was where they would have all stayed when the facility was in operation.This place was not just built for survival.
