You either want to be at the top or the bottom – if you are in the middle you get all the complaints, “rubbish” etc. from above, below and if really unlucky sideways. at the top you are usually just dealing it down – at the bottom you just have to deal with it when the manager has time to pass it down when not fighting other issues.
