The Congressional Budget Office (CBO) scored the legislation and estimated officially that it would have a net cost of $360 billion OVER TEN YEARS, but with the note that they could not estimate the net gains from increased IRS tax enforcement on those at the top, for which they could only validate enough to bring the net cost down to $160 billion OVER TEN YEARS, and that it likely would actually pay for itself.
The Treasury Department, with official calculations from the collection experts at its IRS, did confirm that their calculations showed that the increased collections would MORE THAN OFFSET the shortfall in the “official” CBO estimate.
