There are 13 steps to gun ownership in Japan. Join an hunting or shooting club. Take a firearms class and pass a written exam. Getting certified by a doctor for mental fitness and absense of drug dependency. Take a full day course in how to fire a gun and storing it safely. Interviews by police of the potential owner as to why he/she wants to own a gun, interviews with family and neighbors, investigations of employment status and financial history. If one passes all this, he/she applies for a gunpowder permit from a licensed dealer stating which gun they want to purchase. He/she then needs to purchase an ammunition locker and gun safe, which is inspected by police who also do another background check. Shotguns are exempted for club members who still have to take classes and pass exhaustive psychological and background checks. Handguns are banned.
Somehow Japanese society is able to function under this system /s. They are a functioning democracy, no one is trying to take away their freedoms.
