Pig says, "Why'd you draw a line on our floor, rat?" Rat says, "It's the boundary of Ratopia, a sovereign nation within which I am the King, czar, dictator and head cheese." Pig says, "I don't know if I like that." Boot Rat says, "We have a very aggressive foreign policy."
Pig is in America. That means that the Ratopian military (since Rat is in charge and therefore leads the military, and he is also the only citizen and therefore the only military) illegally crossed an international boundary and carried out a military strike against a citizen of the United States. That is grounds for war. Does the one person military of the smallest country in the world really want a war with the United States (or Switzerland, or the Vatican, for that matter)?
