Cheyney, Rumsfeld, and Bush were captured by terrorists and taken out to be put before a firing squad. Cheyney, ever quick-witted, shouted “Earthquake!” and escaped in the confusion. Rumsfeld, seeing this, shouted “Tornado!” and also escaped. Bush, seeing how well this worked for them, shouted “Fire!”
Of course it’s a generic joke and you can substitute two smart people and one not-so-smart person of your choice.
